About the Commission

Establishment & Background

The Commission on Human Rights and Public Administration Integrity was appointed by His Majesty King Mswati III, on the advice of the Judiciary Service Commission, through Legal Notice no. 143/2009.

The Commission consists of six (6) members:

  • The Commissioner / Chairperson
  • Five (5) Deputy Commissioners

The Commission operates as an independent body with a three-fold function covering Human Rights, Public Administration, and Integrity. Our work is guided by the Constitution of the Kingdom of Eswatini and international human rights standards.

To be a relevant and effective commission in a just society in which the principles of human rights and good governance are observed, practiced and preserved.

Mission Statement

We exist to promote and protect human rights for all and ensure equitable access to public services and the existence of a leadership that is transparent in its activities and accountable to the people it represents and serves – working through partnerships.

Our Objectives

  1. To promote and protect fundamental human rights and freedoms in Eswatini.
  2. To investigate complaints concerning alleged violations of fundamental rights and freedoms under the constitution.
  3. To ensure equitable access to public services by investigating complaints about maladministration.
  4. To enforce the leadership code of conduct to ensure transparency and accountability in public service.
  5. To educate the public about their rights and the role of the Commission.
  6. To advise the government on policies and practices that affect human rights and good governance.
